That's a way to say it, but not really. He's an alien, from another planet, they had monkey tails and as long as they had them they would turn into giant apes upon staring at the full moon. But if they didn't look at it everything was fine. It didn't need to be the moon, either, basically a round bright object that's not a star would work apparently.
